Community Managed Access Coordinator

Title: Community Managed Access Coordinator, Toledo Institute for Development and Environment (TIDE), Belize.
Main Function
Your primary function is to work closely with the Fisheries Department, TIDE, EDF and stakeholders to ensure the successful implementation of Managed Access in the Port Honduras Marine Reserve. You will be required to contribute to the revision of the managed access design at the end of 2012.
Primary Objective
The primary objective is to build and execute community support for and compliance with the implementation of managed access at Port Honduras Marine Reserve in collaboration with partners involved in this initiative. This includes work in all fishing communities that have influence on the resource in the marine reserve ensuring the implementation of managed access consistent with our ultimate goal to restore and conserve the Belize Barrier Reef System, ensuring thriving wildlife, wild places and healthy and productive ecosystems. The major objective of this project is the successful implementation of managed access program at Port Honduras Marine Reserve through education, and capacity-building that promotes the use of economic incentives and market-based tools working with all local communities and partners to reduce overfishing and protect the marine resources for long term sustainability. Another objective is to maintain strong working relationship with all the stakeholders of Port Honduras Marine Reserve and other entities concerned with the management of the marine reserve.
Relationships
You will report to the TIDE Executive Director and EDF Project Manager, and work in coordination with mangers and science staff at both TIDE and EDF. You will be required to maintain necessary contacts and excellent working relationship with all PHMR fishing communities, PHMR advisory committee, fishermen associations, fishermen cooperatives, NGO partners, Belize Fisheries Department, community managed access committee members and other entities concerned in the managed access program at Port Honduras Marine Reserve.
Main Responsibilities
You will be supporting the advancement of Toledo Institute for Development and Environment and EDF work in various initiatives. Your main responsibilities include:
· Develop and implement a marketing and communication campaign for managed access that generates strong support and compliance from fishermen and communities in general
· Organize stakeholder workshops, seminars, consultations, meetings, forums related to managed access
· Coordinate and implement capacity building sessions for managed access licensees
· Assist in development and implementation of communication plans, including community education and outreach programs for managed access
· Coordinate communications and planning with TIDE, EDF, Fisheries Department and community stakeholders
· Develop/adapt training and capacity-building materials for implementation of managed access program at Port Honduras Marine Reserve
· Collaborate with TIDE and EDF staff scientists to gather scientific and fisheries data being collected for the managed access program at Port Honduras Marine Reserve.
· Prepare monthly progress reports
· Develop expertise in catch shares design and work with EDF and TIDE staff, Fisheries Department, and community leaders to further explore a catch share fishery at Port Honduras Marine Reserve
· Assist partners with project progress reporting and documentation of lessons learned in Port Honduras Marine Reserve
· Assist TIDE Science team with monitoring and research programs for marine reserve, as required
· Participate in training/exchanges related to catch shares
Qualifications and Experience
· At least a Bachelor’s degree, with specialization in conservation, fisheries, natural resources management and/or community development required
· Experience and familiarity with fishermen and communities that fish in Port Honduras Marine Reserve required
· Minimum of two years’ working for the NGO, government, and/or fisheries sector in Belize
· Familiarity with marine conservation, fisheries management, and community development issues in Belize
· Strong analytical and personal relations skills,
· Ability to take initiative work independently, with a team and relevant staff
· Excellent written and public communications skills and experience working with the media, good computer skills
· Ability to speak Spanish
· Strong organizational abilities
· Knowledge of data collection and analysis
· Driving experience would be an asset
