Project Manager Vacancy

The Belize Fisheries Department, under the Ministry of Blue Economy and Civil Aviation, along with the Toledo Institute for the Development and Environment (TIDE) have recently signed a Co-Management Agreement for management the Sapodilla Cayes Marine Reserve (SCMR).

A vacancy exists for the post of Project Manager based in Punta Gorda Town, Toledo District.  The main duty as the Project Manager (PM) is to manage and implement all projects for SCMR and its counterparts.  As PM you will work with relevant project staff and affiliated entities, both national and international counterparts to ensure effective project implementation.  You will facilitate the hiring and training of field staff, and directly manage them, including a site manager and rangers based at Hunting Caye in Sapodilla Cayes Marine Reserve. You will be responsible for developing all budgets and work plans, and technical reports for the Protected Area, procuring materials, and reviewing financial reports. In addition, you will support project partners in monitoring and evaluation of the project and will oversee the full management of SCMR.  The selected person will be employed by TIDE and will work closely with the staff from the Belize Fisheries Department.

Qualifications of the Project Manager

The Project Manager will have a minimum of a Bachelor’s Degree in natural resources management or marine biology, and not less than 5 years’ experience and formal training in project management, especially of externally funded projects. Other training, experience and skills include; ability to speak Spanish (desirable), comfortable using Microsoft Office Suite, proficient in speaking and writing Technical Reports in English, ability to work in a team as well as independently, and at least 3 years driving experience.

Coordinate, collaborate, and network with local, regional, and international partners to continuously enhance TIDE’s science program at SCMR.

ADMINISTRATIVE DUTIES

1.     Ensure that TIDE, as the project Lead Entity, adheres to the conditions, terms and guidelines within the special and general conditions stipulated in the contracts and grant agreements signed by the parties for the Sapodilla Cayes Marine Reserve projects.

2.     Ensure proper filing of reports, expenditures, and project deliverables.

3.     Work closely with Technology PA Manager and SCMR Site Manager to identify costs and materials and procure goods and services required for the project in accordance with both TIDE and the various funding agencies’ procurement policies.

4.     Lead the procurement process of good, services and works for implementation of project activities.

5.     Draft procurement contracts for goods and services and submit to Executive Director for review.

6.     Negotiate and oversee contracts and financial terms for construction and other activities required under the project agreements.

7.     Ensure SCMR inventory is maintained and updated.

8.     Oversee small scale construction with support from Site Manager, as required by the project.

9.     Assist project funders with project monitoring and evaluation and expenditure verification exercises.

MANAGERIAL DUTIES

1.     Oversee the effective implementation of all SCMR projects in accordance with the annual work plan and grant agreements

2.     Work with the SCMR Site Manager to ensure that SMART reports are generated from patrol data across the marine protected area site.

3.     Oversee planning and preparation of research field expeditions and provide logistical support and general assistance as needed during research and monitoring activities.

4.     Plan and lead field trips to the project site and ensure safety of participants, e.g., trips to facilitate needs assessments, donor/partner/GOB visits, etc.  As required you will need to make physical site visits to SCMR as part of your oversight responsibility to support the SCMR Site Manager.

5.     Support the SCMR Site Manager with planning and conducting SCMR Advisory Committee meetings.

6.     Support the Development Director in drafting project funding concepts and proposals for SCMR.

7.     Ensure effective management of information and knowledge; ensure information is accessible and used in planning, decision making and adaptive management.

PLANNING

1.     With support from the SCMR Site Manager, develop detailed internal work plans and budgets for SCMR. Monitor progress and completion of plans, and monitor and guide staff/teams involved in the development of work plans and provide feedback to individuals.

2.     Inform Program Director for expense transactions that are not budgeted and funded to be included in a revised budget.

3.     Work with Operations Manager, Program Director, Financial Sustainability Manager, PA Manager, SCMR Site Manager, Science Director, and TIDE partners at SCMR to establish systems and procedures for ensuring health, safety, and security of all staff, guests, and visitors in the protected area

4.     In coordination with the Operations Manager, Program Director, PA Managers, and SCMR Site Manager, participate in the continual update of all TIDE PAs hurricane plans and together develop short- and long-term risk/disaster assessments and contingency plans.

5.     In coordination with Management lead the development of Business Plan, inclusive of tourism and visitor development plans for SCMR.

UPHOLDING LAWS AND REGULATIONS

1.     In collaboration with Management, and Head Ranger, lead in the development and implementation of a strategy and operating procedures for protected area law enforcement.

2.     In collaboration with Management, develop and oversee the implementation of security assessments to ensure safety of PA personnel, stakeholders, and visitors.

3.     Maintain communication with SCMR Site Manager to be aware of any law enforcement and crime prevention operations within the PA; as needed coordinate law enforcement and security activities with external agencies with support from the ED.

4.     Work with the Site Managers and other PA Managers to develop standard operation procedures and enforce by-laws for activities in protected areas. Work with relevant groups/agencies/stakeholders to ensure consideration of local conditions.

PERSONNEL 

1.     Ensure staff under your supervision are abiding by workplace guidelines in TIDE’s policies and procedures manual and maintain high standards of ethics and behaviour among staff.

2.     Supervise, motivate, and evaluate performance of individuals and teams, including conducting an annual performance evaluation of staff under your supervision based on established policies and procedures.

3.     Identify causes of poor performance and workplace conflicts and follow TIDE policies and procedures for resolution.

4.     Support SCMR Site Manager to ensure suitable working conditions, welfare, health, safety and security for personnel and other protected area users.

5.     Provide mentoring and guidance for colleagues and supervised staff. Use effective communication techniques to avoid and prevent interpersonal conflict among supervised staff.

STAFF CAPACITY BUILDING

6.     In coordination with ED, DD, HR Manager, and Prog Dir, identify personnel needs and structures for SCMR, define position, roles and responsibilities, and set performance standards.

7.     In coordination with ED, DD, HR Manager, and Prog Dir, identify capacity development needs of SCMR.

8.     In coordination with PA Managers and Prog Dir, plan, budget, and organise delivery of training and learning activities for TIDE PA field staff at SCMR.

REPORTING AND RECORDS

1.     Draft narrative reports (progress and final) to funders based on their individual reporting templates and submit these reports to Executive Director for review.

2.     Oversee preparation of analytical and technical SCMR reports and assessments by science team and consultants.

3.     Oversee financial reports for the project to ensure accuracy and communicate with TIDE’s accounting team to finalize financial reports.

RECORDS

4.     Ensure documentation of relevant meetings, workshops, and consultations.

5.     Work with IT Manager and SCMR team to ensure and maintain accurate, secure and backed-up digital documentation of all project data, activities, and events, including a collection of pictures and videos.

6.     Ensure that all relevant data is accessible to staff in a timely manner, and that all information, records, reports and any other documentation are organized and stored in an agreed upon space in TIDE’s information sharing system.

  OUTREACH, EDUCATION, AND COMMUNICATION

·       Provide information about the site and other related activities to the Education and Outreach Coordinator and the Communications Coordinator for dissemination to the public and assist with outreach initiatives.

·       Collaborate with the E&O Coordinator in planning and leading awareness and educational activities, fisher forums, and other outreach modalities.

·       With assistance from Media/IT Manager, and using funder guidelines, develop social media content and other audio-visual communication messages to highlight TIDE’s work.

·       Include donor logos on items purchased with their funds, as required by the donor.

  PARTNERSHIPS AND NETWORKING  

1.     Actively represent TIDE and stakeholders at local, national, regional, and international forums and virtual meetings that are relevant to the management of SCMR .

2.     Attend major national and international workshops and conferences that would advance TIDE’s ability to innovate in MPA management .

3.     Represent TIDE at national and international meetings, and on committees and organizations that have mutual interests in conservation of natural resources and are related to the science and management of marine resources.

4.     Maintain effective communication and good working relations with stakeholders and partners.
